HOUSE CONCURRENT RESOLUTION NO. 52
(By Delegates Proudfoot, Prezioso, Yeager, Everson, Anderson,
Hall, Williams, Kuhn, Collins, Faircloth, Ball and Beach)
Requesting the Joint Committee on Government and Finance to make
a study of funds spent for the benefit of the average
student in grades K-12 in the state.
Whereas, The Legislature has provided funding for special
projects for exceptional children in grades K-12 and it has
provided funding for special projects for students who are
preparing to attend college; and
Whereas, There is very limited information available relating
to funding spent on programs for the "average" students in grades
K-12; and
Whereas, The Legislature has an obligation under the
Constitution of West Virginia to "provide for the support of free
schools" for all of the children, without reference to special
needs or abilities; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the laws relating to the
status of funding for special projects for exceptional children
in grades K-12 and it has provided funding for special projects
for students who are preparing to attend college but, in essence,
it has ignored the needs of the "average" students in grades
K-12; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 1997,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft necessary
legislation be paid from legislative appropriations to the Joint
Committee on Government and Finance.
